Merafong City Local Municipality held a Youth Engagement session at Sports Complex initiated by the Youth Office in partnership with Cooperative Governance & Traditional Affairs (COGTA)as well as other stakeholders from a number of Youth Development Organizations such as National Youth Development Agency (NYDA), South African Social Security Agency(SASSA), National Student Financial Aid Scheme (NSFAS) KDS Centre of Skills Development and Training and the Department of Economic Development in November. All the stakeholders made presentations on what they offer in services and opportunities that are available for the youth. Amongst other guests present, was Member of the National Assembly who also hails from Khutsong, honourable Pogiso Ntibi Modise.
The event started with the welcoming address by Member of Mayoral Committee (MMC) for Local Economic Development (LED) Cllr Mganu Luvo followed by Thapelo Maleke who is the Local Government Youth Development Conference (LGYDC) Chairperson. Maleke’s presentation was mainly on the purpose of the event. His emphasis was that all stakeholders present, had a big role to fill in the lives of the Merafong Youth and that the youth needs to take full advantage in getting assistance from them. Maleke pleaded with the youth to ask questions if they are not sure of what is required or anything they are unclear of. A representative from NYDA, Juliet Tshoke also explained what the NYDA was all about and what they do as an organisation. Through the National Youth Development Agency (NYDA) grant programmes are available, young entrepreneurs have the opportunity to start and grow sustainable businesses. Thotogelo Phaladi who was from Young Women in Business Forum elaborated on how their organisation entirely focus on building young women to be successful in business by holding seminars and trainings to develop them. A key note address was then delivered by Modise whose speech was mainly based on issues affecting youth in Merafong and outlined his concerns about the City’s youth. According to Modise, “Now it’s time to change things around and make things happen in the spaces of Merafong.” He further motivated the youth to use their creativeness and to think about ideas that will be sustainable in our communities An engagement session was then held where the young people were given a chance to engage with the panel. They were all happy with the outcome of the session and said they were looking forward to making their lives better instead of just sitting back.

COMMUNITY MEETING
COMMUNITY MEETING THAT TOOK PLACE ON THE 13 NOVEMBER 2019 AT THE LOSBERG PRIMARY SCHOOL FOCHVILLE.
Meeting notes of a Community meeting that was held on 13 November 2019 at Losberg Primary School, Fochville regarding the 2019 General Valuation Role as well as the electricity situation in Fochville because of the damaged Eskom Transformer
The meeting was called by the Ward Councillor for Ward 21, Councillor Zwart. It was well attended by community members as well as the MMC for Finance Councillor, Tabane and the MMC for Electricity, Gas and Water, Cllr Matshe. The Acting Municipal Manager and a team of Senior Officials were also present.
Councillor Zwart explained the process that was followed for the 2019 General Valuation Role and also explained that the Municipality proceeded with the extension of the period for objections against the valuations to 9 December 2019. The individual letters to home owners were sent out by the municipal valuers and the notices and objection forms are also available on the Municipal website.
A number of questions were answered by Councillor Zwart and the Acting Municipal Manager Mr. CWA Nieuwoudt. It was agreed that the municipal valuer will be requested to attend a community meeting to explain the valuation methodology and valuation process to members of the community for those who are interested. A notice in this regard will be sent out. It was further agreed that objections that were already submitted in regards to certain properties could be resubmitted, thus previous objections will not be excluded.
The Acting Municipal Manager then made a presentation on the electricity situation in Fochville that occurred when the Fochville electricity substation was damaged by lightening on 1 November 2019. It was explained that Eskom decided to repair the transformer and not to replace it. The technical repairs commenced on 4 November 2019 when the transformer bushings were removed and the major repairs were completed on 11 November 2019, testing of the substation was done 12 and 13 November 2019 and it was reported during the meeting that the transformer will be switched on during the evening of the 13 November 2019. Confirmation can be given that electricity situation in the Fochville, Kokosi and Greenspark area has been normalised.
During the presentation a number of questions were raised that were answered by Mr. Nieuwoudt, also dealing with the financial situation of the Municipality that was set out in the presentation. A copy of the presentation is part of these notes.
The community members resolved that a community committee must be established to address the problems experienced with the Municipality and to be a communication channel between the community and the Municipality.
The Municipality committed that communication from the Municipality to the community will improve to ensure that community members are kept informed of challenges as well as general information from the Municipality.

Kombi Court Handover in Khutsong
The community of Khutsong came in numbers to witness a hand over of a sport facility in one of the parks in July. This after Harmony Gold Mine in partnership with the municipality officially handed over a Kombi Court at Duduzani Park in Batswaneng section. The ward councillor, Cllr Oscar Matshe welcomed all presents as the event was also attended by the municipality’s councillors and officials and Anglo Gold’s management and officials. In his welcome speech, he indicated that he is so pleased that his ward was chosen to have such a facility that would not only be beneficial to certain individuals, but everyone. A Member of the Mayoral Committee (MMC), who is responsible for Sports, Recreation, Arts Culture and Heritage (SRACH), Cllr Maki Skosana represented the municipality by delivering a key note address. She informed the community on the importance of protecting the facility for the benefit of children and youth due to high theft of public resources by ordinary citizens. According to Cllr Skosana, it is also important for the community to work hand in hand with the municipality, the police and the ward councillor if there’s vandalism of the facility. Harmony’s Chief Financial Officer, Boipelo Lekubo who was also present at the event said, “Harmony is pleased to find itself giving back to the community since the mine operates within Carletonville.

She further said “The importance of sports cannot be over emphasized since I’m a sports woman myself. Sport is created to keep our children within our communities out of distraction and also to unleash the potential within themselves to discover their talent.” In her closing remarks, she said that parents must help kids make use of the facility in order to build a solid future for the children. According to the community members that attended the event, they will work together in ensuring that the facility is taken good care of as they were all excited about the new facility. The event was then officially closed by Harmony’s General Manager Banda Malunga who pleaded with parents not to discourage kids when they talk about sports as every child is born with unique talent and they need to be given necessary support they deserve.

Mandela Day 2019
Nelson Rolihlahla Mandela was born on 18 July 1918 in the small village of Mvezo, in the district of Qunu near Umtata, Transkei (now known as Eastern Cape). He was well known for his contribution in politics and to date he is recognised as a profound leader of the world. He dedicated 67 years of his life by striving to make a difference not just in South Africa but the world at large , beginning in 1942 when he first started to campaign for the human rights of every South African. He later formulated a concept on his 90th birthday celebration in London’s Hyde Park in 2008 of 67 minutes which derived from his 67 years of serving. The United Nations officially declared 18 July as Nelson Mandela International Day in November 2009, recognising Mandela’s values and his dedication to the service of humanity and acknowledging his contribution to the struggle for democracy internationally. Merafong City Local Municipality together with Harmony, Department of Mineral Resources (DMR) celebrated the 2019 Mandela day in style by having a series of events across Merafong City. Amongst other dignitaries that graced the events were the municipality’s councillors and officials. The series began at Blyvooruitzicht Primary School in Blyvooruitzicht, by donating school shoes and bags to the needy learners. The school principal, Johan Fourie welcomed everybody present and thanked all the stakeholders that remembered their school in hard times such as these days and that meant a lot to the school especially to the learners. Harmony’s General Manager, Band Malunga said that they were pleased as Harmony Gold Mine to be giving back to the community. A key note address was then done by the Executive Mayor, Cllr Maphefo Mogale Letsie who in her speech said “For the country to unite in this day, let us reflect on what Tata Nelson Mandela did in 1994. By calling for unity in our country through the spirit of Ubuntu and therefore in commemoration of u Tata Nelson Mandela, let us spend 67 minutes of Tata wisely by doing positive things that contribute to our community such as this one. She further encouraged everybody to celebrate Mandela Day every day.
The entourage then proceeded to Hlanganani Primary School in Khutsong, where the principal thanked the municipality and also gave a big thank you to Harmony’s Band Malunga for remembering the school in distributing the shoes and bags, as he was once a learner in the very same school. All the learners that received the shoes and bags could not hide their excitement. Remmogo Disabled People Home in Khutsong was another place visited by the municipality in partnership with Anglo Gold Ashanti. The purpose of the visit was to distribute blankets, food parcels and tools to maintain their vegetable garden. A candle light moment was then observed to honour the legacy of Nelson Mandela. The last stop was at Ubuntu Safe Home in Kokosi which is an orphanage. Food parcels were donated and seeds to grow vegetables in the area by Harmony Gold and Merafong City Local Municipality the events of the day came to a closing in celebration of Mandela Day and everyone was pleased with the efforts that had been done by each individual.

WELVERDIEND AND KHUTSONG SOUTH
Initially Welverdiend and Khutsong South received water from the 2 x 10ML Adatta Reservoir through a 900mm pipeline. Since a sinkhole developed at the 900mm supply pipeline, water is being delivered by the original 200mm pipeline to 7 500 families. Due to technical issues Rand Water has reduced the supply to Adatta by 20% which results in the current shortages experienced. The shortage of the 20% will be addressed shortly. Merafong City Local Municipality will proceed supplying water on a rotational basis by ensuring that the Welverdiend Reservoir will be filled up on daily basis and that water will be supplied to Khutsong South to ensure that high lying areas will have water. Merafong apologizes for the inconvenience caused by the low water pressure at certain hours during the day. -- MERAFONG WATER AND SANITATION
RAND WATER NOTIFICATION
Rand Water will replace the 200mm isolating valve at Driefontein Reservoir during a planned maintenance. Ten meters will be affected: Deelkraal Mine and Township, Wedela Township, Temporary Mine office, No 9 Shaft South, Elandsfontein, Mohale’s Hoek Settlement, Kraalkop Game Reserve and Fochville North of 1st Street. The duration of the shutdown will be 9hours from 06h00am up until 15h00pm on 27/07/2019. Consumers are requested to make provision for sufficient water during this period.

KHUTSONG NORTH
Due to theft of electrical equipment at the Khutsong North pump station some areas including portions of Khutsong Proper and the eastern informal areas will receive limited water. Merafong will provide water trucks to these areas until the electricity supply is reactivated.

World Environment Day
World Environment Day Celebration
Merafong City Local Municipality held an event at Boiteko Special School in Khutsong in June to Celebrate World Environment day which is an important day to celebrate as the environment we live in is of importance to be taken care of each and every day. This significant day comes as a reminder on how crucial the environment is to us and we as citizens have a role to play in taking care of our surrounding areas. The school’s principal Ronnie Tsaagane kickstarted the celebration with a warm welcome to all the guests and learners present. Amongst other guests were Merafong City’s Members of Mayoral Committee (MMCs), the West Rand District Municipality, the Gauteng Department of Agriculture and Rural Development (GDARD) and the Department of Environmental Affairs (DEA) officials.The municipality’s MMC for Environment Cllr L. Lephuting explained the importance of individuals playing their roles in taking care of the environment. According to Cllr Lephuting, the community needs to use the resources given to them by government sparingly. She requested that the bins for collecting waste must be utilized accordingly and that the community should throw waste in those bins for it to be collected by the Solid Waste Section weekly and that by doing that the environment stays clean and keep us away from the germs contracted through unhygienic places. The DEA’s also had an opportunity to address all the attendees on the importance of our environment, and she said, “World Environment Day encourages worldwide awareness and action for the protection of the environment, in over 100 countries. Each year United Nations chooses one city where this day can be celebrated officially. This year, China will host the global World Environment Day celebrations under the theme, ‘Air Pollution’. The Environment is the surroundings that humans, animals or plants live in. It's everything that makes up our surroundings and affects our ability to live on the earth e.g. the air we breathe, the water that covers most of the earth's surface, land, plants and animals.
World Environment day is about protecting our environment. For example we shouldn’t litter or burn waste as this may cause air pollution. When the air is polluted we may be at risk of developing respiratory diseases like asthma. World Environment day also requires that we use our natural resources sparingly. For example we shouldn’t waste water or electricity. Water is a scarce resource and coal is used when making electricity which contributes to air pollution and climate change. It is important to protect the environment so that even future generations can be able to live in a clean and healthy environment.” The celebration was concluded by the Learners who had prepared a skeet to perform and sang for the audiences based on environment issues.

Rand Water has informed Merafong of a shutdown in water supply scheduled from 24 to 27 June 2019. Certain areas may experience a shortage of water or low water pressure due to reduced water provision. Water shut down was communicated to Merafong consumers via all media platforms. ? Anticipate low water pressure in some areas. ? Areas with direct feeds from Rand Water and those in high-lying areas may be affected adversely and will be among the areas that will be prioritized. ? As such, residents and businesses are cautioned to conserve water and implement immediate water saving measures to avoid complete depletion of supply. ? Technicians will closely monitor water levels in the reservoirs and water tankers will be provided in the areas with no water supply. Merafong contingency plan ? Merafong will keep their bulk supply reservoirs to a maximum capacity to minimize water supply interruptions. ? Containers (JoJo water tanks) in informal areas will be filled up during this period. ? Technicians will closely monitor water levels in the reservoirs and water tankers will be provided in the areas with no water supply. ? 2 Departmental and 6 private water trucks are available to assist in areas with no or limited supply. ? Pressure management and throttling the supply will also be implemented where necessary and some areas will receive water on a rotational basis. ? Other measures to be implemented by Merafong include securing the supply by filling the reservoirs which may include closing off supply and will be communicated via all media platforms. We wish to reassure residents that our team has put sufficient measures in place to make sure Merafong residents are least affected during this period and the following technicians can be contacted during the shutdown;

Rand Water indicated a planned shutdown from 24 – 27 June 2019 to all consumers within the jurisdiction area of the Merafong City Local Municipality including the mines and other bulk consumers. It was emphasized by Rand Water that, as a result of dolomite activities within our area, the Carletonville, Khutsong South and Khutsong North reservoirs were decommissioned and that no spare capacity exist to provide water to the communities during this shutdown and that the residential areas are receiving water directly from the Rand Water feeding pipes. Merafong City areas will receive restricted water and the following need to be communicated to all consumers: 1. That water will be restricted to the different areas in consultation with Merafong City Local Municipality. 2. That residents and bulk consumers be urged to use the minimum water during this period. 3. That all households must ensure to have sufficient water available during this period. 4. That high laying areas can be without water.

The municipality has in the recent past experienced high instances of vandalism and damage to municipal infrastructure, resulting in losses to the value of Millions of rands. Electrical Infrastructure was specifically targeted, resulting in electricity outages and the malfunctioning of water and sewer pump stations. Several sewage spillages have been experienced. These occurrences have a serious impact on municipal service delivery and impact negatively on the financial position of the municipality. SMME Workshop in Carletonville
On the 11TH April 2019 Merafong City Local Municipality Local Economic Development & Tourism Department hosted a SMME workshop at the Carletonville Civic Centre in partnership with Gauteng Enterprise Propeller (GEP), (South African Revenue Services) (SARS) and the Central Supplier Database (CSD). The purpose of this workshop was to give people information on how they could access the services of the organisations that were present. Most of the residents had trouble or difficulty in knowing how to go about getting the necessary help in aquiring the services especially the people that wanted to start their own businesses but not having funding to start. A representative from the Gauteng Enterprise Propeller Sipho Mahlangu, explained what the GEP was offering to people who wanted to start the small businesses in the area and how they could be helped. He further explained that GEP will ensure that through its financial and non – financial programmes, the SMMEs and co-operatives are able to participate in these sectors of the economy. According to Mahlangu, GEP offers a startup kit grant with R9000 for a small business to kick start its operations through a non-financial support grant. They can also get financial support as well in a form of a loan which they have to pay back over a period of time. GEP not only offers funding to small businesses but also personal services, it delivers customized business solutions that assists entrepreneurs to run their businesses efficiently, which also includes facilitating CIPC registration, providing business advice and commissioning business development support interventions, assistance with the development of a business plan, project preparation, due diligence (handholding), provision of post investment and aftercare services to the supported SMME. SARS Tryphina Lefofana in the Branch Operation Engagement Department also made a presentation on the importance of why businesses must pay tax and be compliant.
All registered businesses must be registered with SARS and have a tax number which is applicable to your business operating. Income tax returns must be requested by registered taxpayers every year. The year of assessment for individuals covers 12 months, beginning on 1 March and ending on the final day of February the following year. Companies are permitted to have a tax year ending on a date that coincides with their financial year. The Act also provides for certain classes of taxpayers to have a year of assessment ending on a day other than the last day of February. Tax returns must be submitted to SARS on the date given. Individuals are required to submit their income tax returns on or before the date published by notice annually in the government gazette. Companies are required to submit an income tax return within 12 months from the date on which its financial year ends. People whose income comes from sources other than a wage - such as a trade, profession or investments and companies - are required to submit two provisional tax returns and where applicable to make two provisional tax payments during the course of the tax year and may opt for a third "topping-up" payment six months after the end of the tax year. Central Supplier Database people were also present giving the procedures of registering into their database, they also mentioned that SMME businesses that wanted to register on their database could do it in having all the required documents, and they could be assisted in doing so for any registered business wanting to make business with the Government The workshop was a very informative and people got the necessary information needed to accesses the services offered to them to improve and better their spaces in business.

Elijah Barayi Commemoration
Elijah Barayi Commemoration Merafong City Local Municipality together with the Gauteng Department of Sport, Arts, Culture and Recreation (SACR) hosted a commemoration of the late trade unionist and liberation struggle hero Elijah Barayi, one of the greatest revolutionaries and worker leader at the Carletonville Multipurpose Sports Complex. The event started at the gravesite of the late Elijah Barayi at West Wits Cemetery. It was declared to be a Provincial Heritage site by the Premier of Gauteng David Makhura together with the MEC for Sports and Recreation Faith Mazibuko, the Executive Mayor Maphefo Mogale Letsie, the family of Elijah Barayi and the members National Union of Mineworkers (NUM) as well as COSATU. The Executive Mayor opened the doors by welcoming everyone who had come to share this special day with the family, and honour the history behind Elijah Barayi. In her opening speech, Mogale Letsie said, “As we today declare the gravesite of Elijah we are making a mark of the struggles. We as people have been through and are making it a priority for future generations to learn about the history of good leaders who played a role to change the systems in the mining working environment in the apartheid era. This day should be remembered for it goes down as a special history we have in Merafong and we should cherish it and learn from it. Makhura declared the site a Provincial Heritage site and mentioned that from now on the grave of the late Elijah Barayi would be protected and would foresee that security is at site to guard that nothing is damaged at this gravesite as previously the grave got damaged and part of the tombstone got vandalized and part of it got stolen. The event then proceeded to the R501 road to be renamed, the R501 will be officially changed and renamed to Elija Barayi in future in honour of him and to make his mark.
A walk about then followed at a mega human settlements project near Welverdiend. The project started in June 2017 and is set to deliver 12 786 houses and plans to develop a school, a clinic and an industrial park in the area are also in progress which will be completed around 2023 to be fully developed. The event commenced to phase 3 where the main event was at the Sports Complex whereby many people awaited to be addressed on the updates of the project and to be given a memorial lecture of the late Elijah Barayi, the former President of South Africa Kgalema Motlanthe arrived at the venue to give a memorial lecture of the struggle icon. Premier David Makhura then awarded a posthumous Special Recognition Award to Ntate Elijah Barayi for his pioneering role in advancing the struggles of workers. The award was accepted by the son and daughter of Ntate Barayi.

Stock Theft Farmers Day
The Department of Agriculture and Rural Development together with Merafong City Local Municipality alongside with Local Economic and Rural Development gathered the farmers of Merafong at Carletonville Civic Centre. The primary purpose of the gathering was to have an open conversation with the local farmers on new technology that has emerged that will assist them in their field, as well as providing with information on how to protect their livestock as a means of reducing stock theft. Galaletsang Hutang from Agricultural Research Council gave an informative talk about the genetic service which is the DNA that the institute offers for the livestock. As a farmer it is important to take sample of your livestock to the council so they may have the DNA sample of your stock and the details of stock owner as a measure of identifying who the livestock belongs to in case of theft. She gave a mention that stock DNA is the same as human DNA as they are found in the blood, bones, hair, skin or teeth. Pranisha Soma from the same institution also said that as from 1st of April 2019, parent identification method is to be implemented in the area of Merafong as a means of identifying to whom the livestock belongs to. Colonel Majingo from South African Police Services (SAPS) addressed the farmers on procedures to follow once your livestock has been stolen; this topic was an indication that farmers are experiencing difficulties of theft in the surrounding town of Merafong, as they expressed their concerns and grievances. She indicated that farmers should know the number of livestock they own by constantly keeping record. If it happens that the livestock is missing immediately farmers should contact the SAPS and the stock theft officials. The stock theft officials will conduct an investigation upon the information you provide to ensure that they locate your stock. If it happens that the stock has been already slaughtered, the stock owner has to open a case against the perpetrators. Hence it is important to keep record of the stock sample through Life Stock Identification Catalogue (Lid CAT). Upon the discussion Ms.Lerato Makganya from the Department of Forestry and Fishery delivered an informative talk about the importance of branding. By branding your livestock you make it easy not just for yourself but for the stock theft officials to be able to correctly identify your stock in terms of theft. She identified several techniques which farmers should use when branding their livestock such as tattooing. It is a marking technique in which a permanent mark is placed in an unobtrusive area such as on the ear of an animal, ear notching is a simple and handy method to identify animals individually from a distance. There is an ascent technique which is still used which is burning, the farmer can brand its livestock by lightly burning it in an area that will be noticed by them. She also indicated the importance of not telling other people where you have marked you livestock, as it is your own secrete location.

NOTICE TO THE COMMUNITY OF KHUTSHONG PROPER
Rand Water needs to do planned maintenance on the water supply network to Khutsong Proper. This will result in the shutdown of water supply from 18h00 on Tuesday, 26 March 2019. The duration of the shutdown will be for 15 hours.
The community is requested to make alternative arrangements to ensure that they have water available during the shutdown.

Tuesday, 12 February 2019: Due to a shortage of capacity ,Eskom will implement Stage 3 rotational loadshedding from 08h00 today and is likely to continue untill 23h00.
Customers are reminded to treat all electrical points as live during loadshedding.
Stage 3 calls for 3000MW to be rotationally loadshed nationally at a given period. Loadshedding is conducted rotationally as a measure of last resort to protect the power system from a total collapse or blackout.
We continue to appeal to residents and businesses to use electricity sparingly during this period. Please switch off geysers as well as all non –essential lighting and electricity appliances to assist in reducing demand.

Wedela Agricultural Project
Wedela Agricultural Project
On the 29 November 2018 AngloGold Ashanti in partnership with the municipality launched an Agricultural Project in Wedela. The aim of the project was to assist the Retswela Pele Cooperative that was formed by a group of community members that started a business in planting vegetables.
According to the Municipality’s Member of Mayoral Committee (MMC) for Local Economic Development and Tourism Cllr Nozuko Best, the project should not stop here but the cooperative should continue to develop and support it to go further. AngloGold Ashanti’s vice president on sustainability, Sindi Mogotsi briefed the audience on the purpose of the day and giving them the background of the project. She explained that AngloGold Ashanti has been part of the developments that have occurred around the Merafong area for years and that it was important to look into the future developments that will also build upcoming future generations especially in the Agricultural field.
Mogotsi further explained that R8 million was spent to put this project together, a bore hole was made on site for the water supply coming from the mines water supply and new pipes were installed as well as materials needed in the project to make the conditions more easier for the workers. According to Mogotsi, AngloGold Ashanti sustainability staff will continue to monitor the agricultural project on a monthly basis to check if things are going accordingly.
The Gauteng Department of Mineral Resources’ (DMR) regional manager, Sunday Mabaso lead the acceptance of the project and mentioned that DMR had a duty to take responsibility on the sustainability of the minerals that are used in our country. He said that the importance of this project is that, it is in line with the United Nations (UN) sustainable goals and that generations to come can take it further.
The youth can come and do their practicals as he encouraged them to learn more about agriculture The programme then shifted to the handing over of certificates to the workers of the cooperative who initiated this agricultural project. Each one got rewarded with an Agricultural Level 1 certificate which is nationally recognised.
The Retswela pela workers were excited about their achievements and they were also given new overalls and boots which they will use on daily basis working on the fields. What made them more excited was when they were also given a brand new vehicle to use in transporting their stuff and thanked AngloGold Ashanti for everything that has done for them. The programme concluded with a vote of thanks by Maxwell Bolani who is the manager of Local Economic Development at AngloGold Ashanti.

Merafong City Local Municipality Declares War
Merafong City Local Municipality declares war on fraud and corruption
The Merafong City Local Municipality requested the Gauteng Provincial Department of Cooperative Governance and Traditional Affairs (COGTA) to assist with anti-corruption workshop in order to capacitate their employees.
The purpose of the awareness workshop that took place on Tuesday, 27 November 2018, was to raise awareness about fraud and corruption and the harm that it is doing to the economy and citizens of this country especially in the Merafong jurisdiction.
Issues of corruption that were raised at the Fraud and Anti-Corruption Awareness Campaign workshop will provide the municipality’s managers, middle managers and supervisors a view of challenges and the role that each one of them is expected to play in dealing with corruption.

The deliberations were around the effects of corruption, locate people responsible for fighting corruption, how to protect the whistle-blowers as an employer and also outlining plans on how to win the fight against corruption in Local Government.
Chief Director Governance, IGR and Traditional Leadership Kiba Kekana from COGTA called on delegates at the workshop to come up with practical solutions that will assist when the anti-corruption policies are developed in order to curb corruption in municipalities.
According to Corruption Watch, which was launched in 2012, corruption is described as the abuse of entrusted power for private gain. “There is grand and petty corruption; that is corruption happening at high and low levels and also outlining the types of corruption and the cost thereof,” said Mzwandile Banjathwa from Corruption Watch when he outlined the purpose of the organisation. Neo Chaka from Moral Regeneration Movement (MRM) called on government officials to have positive values. “Officials must know that they must behave in a certain manner when delivering services and also respect the tools of trade that they are using to deliver services to the residents,” said Chaka.

Giving the status quo of the fight against fraud and anti-corruption in the municipality, Chief Risk Manager Evelyn Segakweng Diale said that the strategy and a plan on anti-corruption are in place and the competency of fraud and corruption is within the Risk Management unit of the municipality. “We need to review strategies and policies to reflect the current status quo in the municipality”, said Diale. She also recommended that regular employees’ corruption awareness and regular conversation will assist in being more pro-active than reactive.

But as you’re dashing around town, it’s important to keep road safety top of mind, as the streets are busier and drivers are distracted by their holiday to-do lists. You are urged to be more careful on the roads. Here are a few friendly tips to ensure your Festive season is a safe one:
- DON’T DRINK AND DRIVE Drunk driving is a major contributory factor to road crashes and road deaths in South Africa. If you going to a Christmas party and plan to indulge in a drink or two and get merry, don’t drive. Stay the night or plan a safe alternative to get homes such as a cab or designated driver.
- SLOW DOWN In the rush to get to a Christmas party or do your Christmas shopping before the malls close, you may be tempted to speed. But police presence is greater on the roads both day and night throughout the season, and a speeding ticket and possible accidents are not likely on your holiday wish list.
- WEAR YOUR SEAT BELT Always buckle up. Wearing your seat belt can reduce your risk of dying in a crash by about half. Also, make sure young passengers are buckled into appropriate safety seats.

- WATCH FOR EMERGENCY VEHICLES. In an emergency, every second count. When you hear a siren, be sure to pull off to the side of the road to allow the ambulance, police car or fire truck to pass.
- OBEY ROAD RULES Always obey the rules of the road. They are there for a reason. Stay within the speed limits at all times

- CARRY AN EMERGENCY KIT Always be prepared. The kit should include items that would come in handy if you are stranded on the side of the road or involved in a vehicle accident.
- PULL OFF THE ROAD IF YOU FEEL TIRED Please don’t try to drive when your eyes are shutting; you could kill yourself or others if you fall asleep. Have turns driving if there is another licensed person in the vehicle. Stop regularly to take breaks.
- PEDESTRIAN SAFETY TIPS BE VISIBLE Make sure you’re visible to drivers at all times and make eye contact with them whenever possible. This is especially important at night, in low-light conditions such as dusk or dawn or in inclement weather. Wear lightly colored or reflective clothing at night and brightly colored clothing during the day. Stay in well-lit areas, especially when crossing the street. If possible, make eye contact with drivers in stopped vehicles to ensure they see you before you cross in front of them.
- STAY ALERT – AVOID DISTRACTIONS Distractions are everywhere today and becoming more and more difficult to avoid. Remember that, as a pedestrian, your eyes and ears are your best tools for keeping safe. Stay alert and watch out. • Put down your phone. Smartphones and handheld electronic devices are a daily part of life, but they take your eyes off of the road and distract your attention. Don’t wear headphones. Your ears will tell you a lot about what is happening around you – be sure to use them.
- FOLLOW THE RULES Know and follow all traffic rules, signs and signals. You need to be aware of the rules, vehicles around you must follow to properly anticipate what drivers will do. This will help increase your safety. • Never assume a driver will give you the right of way. Make every effort to make eye contact with the driver of a stopped or approaching vehicle before entering the roadway.
- WALK IN SAFE PLACES Use crosswalks when crossing the street. If a crosswalk is unavailable, be sure to find the most well-lit spot on the road to cross and wait for a long enough gap in traffic to make it safely across the street. • Stay on sidewalks whenever possible. If a sidewalk is not available, be sure to walk on the far side of the road facing traffic. This will help increase your visibility to drivers. • Avoid walking along highways or other roadways where pedestrians are prohibited.
- AVOID ALCOHOL CONSUMPTION Almost half of all traffic crashes resulting in pedestrian casualties involve alcohol consumption. Alcohol impairs your decision-making skills, physical reflexes and other abilities just as much on your feet as it does behind the wheel.

16 Days of activism for no violence against women and children
The Merafong Department of Sports, Recreation, Arts and Culture, and Heritage saw it fit to gather the community of Batswaneng and government officials on the 30 of November 2018 at the Batswaneng Modular Library, to raise awareness of 16 Days of Activism for ending violence against women and children.
The community seized this platform to speak about gender based violence with a special focus on women and children. Councillor Oscar Matshe from ward 10 welcomed the delegates and gave a sincere gratitude to the important guest of the day which was women and children. He further urged all men to lead with dignity as they are the heads of their families.
It was of great honour for the Batswaneng community to have the Executive Mayor Maphefo Mogale-Letsie amongst them. She explained the different types/kinds of abuse and advised the audience to do introspection on their lives so that abuse may not be found on their behaviour patterns. Abuse is not only physical but comes in different forms such as emotional, verbal abuse, etc. Among the speakers was one of survivors who gave a testimony on how she was abused from the past seven months. She further advised women to never stay in abusive relationships as it causes harm to their emotionally, mentally and physical beings.
A Representative from (SAPS) Constable Zonke Dyosini gave an informative speech on how the community should partake in helping to report domestic violence. Josina mentioned that there are very few cases where women report violence as it is difficult and shameful especially for our black communities. The society needs to be educated about violence as they confuse it with the traditional and custom beliefs.
As the programme continued there was entertainment from the Dope Family Gumboot dance, poem by Lesedi Mafura and performances by Tshirangwana Elderly choir. The event was very educational and a success as the young people promised that they will share the messages with their friends and families in order to stop the violence against women and children.
Ms. Fonny Seatlholo the acting manager of (SRACH) rendered a vote of thanks to the special guest who honoured the day by giving their time to take part in the campaign; she also thanked the Mayor of Merafong by availing herself and honouring the event with her presence. ”let us continue to spread the news ,may 16 days of activism for no violence against women and children not end after the campaign but let it be a life style she said”.

Youth empowerment programme in Wedela
On the 17th of October 2018 the Merafong City Local Municipality Youth Office in partnership the West Rand District Municipality and stakeholders such as Tshepo 1million, I-College, Second Chance Foundation and National Youth Development Agency (NYDA) gathered at the Xhobane show grounds in Wedela with a purpose of giving out information and opportunities in empowering and bettering the lives of the youth of Wedela. Before the programme kick-started, young people from Wedela participated in a fun walk for an exercise, which started at the Wedela Clinic to the Showground. The Municipality’s Youth Coordinator, Andrew Mbaliso welcomed and thanked everyone for their presence and urged young people to make use of the opportunity given to them. The Tshepo 1 Million is an initiative to empower young people by providing skills and training, job placement and entrepreneurship development, the youth is encouraged to visit and like the Tshepo 1 million page on facebook and get tips on writing a Curriculum Vitae (CV), interview skills, opportunities within the organisation and more. Second Chance Foundation offers programmes including entrepreneurship and work readiness for a period of one month. The programmes are paid for by government institutions.
The other stakeholder that was present was I-College. It’s an institution that specialises in Business and IT courses free of charge. A representative from NYDA Lydia Tshwanyane mentioned that the programmes that they have at their institution helps people from 18-35 years of age to start their own businesses and offers internships and learnerships to prepare them for the corporate world. She encouraged the youth not to miss such opportunities. A 25 year old Nomthandazo Nhlapo from Wedela said she thanks the Municipality’s youth desk to bring such platforms because some of the institutions are far from where they live and it is very costly for them to visit them. She mentioned that the programme was very beneficial to them because most of the people managed to apply to study for 2019.

Merafong City’s Members of the Community Policing Forum (CPF) were honoured on the 26 October 2018 at the awards ceremony that was held at the Carletonville Sports Complex. The main purpose of the awards was to thank and acknowledge all the volunteers who have contributed to crime fighting in the Merafong City area of jurisdiction. Community members came in numbers to witness the ceremony. The municipality’s public safety acting manager, Phillip Olivier briefed everyone that was attending on the importance of public safety in the community. Olivier said that safety is the number one thing that must be considered in each area for people to live in peace. He further said that safety and security in the community must be implemented at all costs to eliminate crimes that can degrade an area.

Public Safety and Security, Roads and Transport Cllr Nelson Matshe emphasised the fact that people who ensure that the environment is always safe at all times are the true champions in Merafong City. According to Cllr Matshe, these people should be really rewarded for the hard work they do as this is not an easy job but it takes true courage to fight crime in the area. He told the CPF members that they really deserved the awards. “To show how dedicated the members are is that they use their own resources to ensure the safety of the community ,they also assist in a wide variety of prevention programmes ,the members work well together as a team and their administration is very professional.” Concluded Cllr Matshe. The Fochville Community Policing Forum (CPF) was the overall winner at the awards, The Khutsong CPF also won an award for making the area in which they operate safer and these volunteers work without payment for the work they do. Another award went to the Carletonville Patrollers, Khutsong Youth Desk and the Victim Empowerment Centre. The event was a success and everybody was happy with what they got rewarded with. A vote of thanks was done by Superintendent Gwen Mthembu of Public Safety. Members were awarded certificates and trophies.

During the Remmogo Campaign that was held in Khutsong a few years ago, the community of Khutsong Extention 3 requested a Combi Court so that the young and old can partake in sports activities in order to alleviate crime, alcohol and drug abuse. 26 0ctober 2018 was a day that was marked as a promise fulfilled by the Merafong City Local Municipality together with the Member of Executive Committee (MEC) for Sport, Recreation, Arts, Culture and Heritage (SRACH) Faith Mazibuko. The Ward Councillor, Cllr Shimmy Links welcomed and thanked everyone for attending the event and urged the society to take care of the Combi Courts.
The Combi Court consists of 5 sporting codes namely: Netball, Basketball, Volley ball, Tennis ball and Five Aside and Active Ageing Programmes. Mazibuko and the municipality’s Member of Mayoral Committee (MMC) Cllr Maki Skhosana opened the Combi Court and handed it over to the Ward Councillor and the community.

Mazibuko said that across the province there are 77 communities who owns Combi Courts and the society of Khutsong is among the fortunate communities. She pleaded with people to take care of it because if it will be destroyed it is not going to be fixed or built again so it’s up to the society to protect it.
Community members were very excited as they were cheering and ululating when the ribbon was cut. One of the community members, Manana Mosia from Extension 3, when interviewed said that she is very happy to see that government listens to their cries and responds. She said she really trust and hope that her fellow community members will take part in sports for health reasons as she already formed a group of ladies who she will play netball with.

Arbor Day 2018
Arbor Day celebrated in Greenspark the community of Greenspark came in numbers on 14 September at their community hall, to celebrate Arbor Day with the municipality as this year’s theme was “Forest and Sustainable Cities”. Every year Arbor week is celebrated from the 1-7 September and every year two indigenous trees get selected to be celebrated. The two that have been selected for this year are the Shepherd tree (Boscia albitrunca) and the Yellowwood tree (Podocarpus latifolius). Stakeholders that where present on the day to give support to both the municipality and the community, were the Department of Agriculture, Forestry & Fisheries (DAFF), Gauteng Department of Agriculture & Rural Development (GDARD) , South African Police Services (SAPS). Greenspark’s Ward Councillor, Cllr JDW Zwart welcomed everyone that attended the event. In her speech, the municipality’s Member of Mayoral Committee (MMC) for Integrated Waste Management, Cllr M Lephuting indicated that Arbor day is about the planting of trees, and that it was very important in our communities to keep them safe and take care of them in our surroundings as they provide shade and oxygen for us to breathe. Cllr Lephuting further said that without trees it would be a struggle for us to breath in this atmosphere. More trees were then planted around the area.
Learners from Greenspark Primary School also entertained the crowd by performing an African dance. The DAFF senior forester, Itumeleng Monei educated the audience about the importance of having trees in our surroundings and further explained the background and history of Arbor Day. A second session commenced to the Greenspark Library to plant the trees and the official launch of the newly planted trees was made by the Executive Mayor Maphefo Magale Letsie and his entourage then everyone that attended went on to do a clean up around the community hall area and it was a success putting a smile in the people’s faces seeing the improvements in their area. The library was then chosen as the centre to represent the symbolic planting of Arbor Day.

The month of September has been marked as a Heritage month in South Africa. Heritage Day recognises and celebrates the cultural wealth of our nation. South Africans celebrate the day by remembering the cultural heritage of the many cultures that make up the population of South Africa. On 21 September 2018 The Merafong City Local Municipality together with Khutsong Libraries held a heritage celebration where the community members of merafong gathered together at the Khutsong community hall to celebrate and learn about different tribes. The event started with a word of prayer which is a norm for Africans. Karabo Ratshwene from the Department of Sports Recreation Arts and Culture and Heritage (SRACH) welcomed everyone and told the community to rejoice and celebrate. A library assistant, Douglas Motsepe said the important element as far as the South African cultural and heritage institutions are concerned is that, as centres of wisdom or reservoirs of knowledge, they should be accessible to all.
They should be among the best when it comes to the promotion of indigenous language. Research all over the world has proved that where learning is conducted in one’s mother tongue there is significant progress than where the colonial language is used. When community members visit libraries, galleries, heritage sites and cultural villages, they should be able to engage and understand the work in their own language. It should not only be for adherence to the language policy but with a deeper understanding that the community members are the important stakeholders. There was a group of grannies from Tshirangwana Choir who entertained the crowd with their choral songs. The leader of the choir, Bertha Legoete thanked the municipality for such a platform to embrace their cultures and teach the youth about different cultural heritage of South Africa. During the programme there were performances by members of the community, people were dancing and one of the community members Ogodiseng Force who is a Tswana poet delivered a poem on drug abuse. Later on, the community was served with traditional food and drinks as part of the celebration.It was a joyous day for the community of Merafong.

Wellness Day 2018 Wellness day is a day celebrated by municipal employees, as a mechanism strategy to unite all the employees by having a fun day. 2018 was no different year as the employees assembled at the municipality’s head office. Executive Mayor, Cllr Maphefo Mogale Letsie together with the Municipal Manager Morakane Mokoena welcomed all the employees and thanked them for attending such an event. Cllr Mogale Letsie encouraged employees to take this opportunity in creating good relations amongst themselves.
She further assured the employees that wellness day is an even that will be celebrated every year and also encouraged employees to participate in all the activities and enjoy the opportunity granted to them. “Moving forward take care of your health so you may continue to work for our municipality for the upcoming years.’’ Concluded the Executive Mayor The first activity of the day was aerobics, employees together with some managers joined in the exercise. They seemed to have enjoyed themselves while others had it rough. While the exercise was in progress some men were playing finger pool and competing amongst themselves. The women also engaged in a friendly netball match, it was evident that they are netball players as they played with experience and enthusiasm. One of the players Masechaba Kgarejane commented by saying “as much as this match is fun it is really tough, the players are well trained’’. The soccer match was no different from the netball match, as the team played their hearts out. The teams and individuals that won were awarded with trophies. Rapid Land Release Programme
The municipality’s Section: Human Settlement launched the Rapid Land Release programme on 31 September 2018 at the Elijah Barhayi site. Community members from Khutsong were invited to witness the launch. Human Settlement manager Lemmie Jofile briefed the community about what the programme entails. In his briefing, he indicated that the community members that will benefit from the housing project are those that have been affected by the sinkhole formations. Seventeen title deeds were issued and one of the beneficiaries was Ms Evodia Letsoara who was happy to have received her title deed. More title deeds will be issued in future as soon as the project is complete.

Moral Regeneration Movement
ICareWeCare Community Dialogue
On the 13th of September 2018, the Municipality partnered with the Moral Regeneration Movement (MRM) and the Gauteng Department of Infrastructure to conduct the iCareWeCare Community Dialogue, whereby the officials from the MRM and the community members were discussing circumstances that have an impact on behavioural issues. The programme was held at Khutsong Stadium. In his speech the Municipality’s Speaker Cllr Elvis Mphithikezi advised everyone that was attending to be free to interact in the campaign. The campaign presentation was done by the MRM Office Manager Neo Chaka, he mentioned that the objective of the event is to assist in the development of a caring society through the revival of the spirit of Ubuntu and the actualisation and realization of the values and ideals cherished in the constitution. “As a nation we have a set of values that brings us all together when put into practise”. Chaka urged the community to change the way they live as they need to correct each other, defend their families and the country and also practise the positive values. The event was graced by one of the dignitaries, who is the former Minister of Education, former Executive Mayor of Tshwane and now a reverend and the Chairperson of MRM, Father Smangaliso Mkhwatshwa. He started by giving a brief information on how the movement started, and mentioned that one of the main purpose of the dialogue to visit Merafong was because they felt that the people of South Africa especially the youth are not part of available opportunities, like owning their businesses, taking high positions in the corporate environment due to their morals and values. Mkhwatshwa pleaded with the community to change their mind-sets and behavioural patterns. He concluded by telling the community that respect goes a long way, and we also need to care for public properties.

The community was later given a platform to ask anything that was discussed on the programme and a number of youth participated. Furthermore, Chaka explained legal ways on how to embark on a legal and peaceful protests without destroying and burning of government’s properties. The community of Merafong signed a pledge book where they promise to take care and protect public facilities. The ward councillor Cllr Prince Nkutha closed the event by thanking everyone for the successful event and the Municipality for providing such a platform for the community. ‘’Merafong is very fortunate today to receive such an informative and educative lecture, said Nkuna

Official Hadover Opening of The Waste Depot
Official handover and opening of the Solid Waste Depot
The municipality’s Department of Community Safety officially opened the Solid Waste Management new depot on 26 October 2018. The event was honoured by the Executive Mayor Cllr Maphefo Mogale Letsie, her entourage, executive directors, managers and the Solid Waste Management staff members.
The depot will be in operation seven days a week and will be of assistance in the section in ensuring that the challenges experienced by the section before, will be the things of the past. In her address, Cllr Mogale Letsie applauded the contractors who were responsible for the depot’s infrastructure and concluded by saying that “Indeed, the municipality is taking good care of the community.

West Rand Choir Festival
West Rand Regional Elderly choir festival at Carletonville Civic Centre
Merafong City Local Municipality gathered over 100 participants from the West Rand Region in taking part in a ground breaking choir festival at Carletonville Civic Theater. The event was organized by the municipality, Department of Social Development, and the West Rand Elderly Forum. The purpose of the festival was to celebrate Nelson Mandela’s centenary. Participants ranged from youth to the elderly all eager to grace the audience with their voices.

Member of the Mayoral Committee (MMC) Elizabeth Motshepiwa Lekopa welcomed both the participants and the audience by telling them that music is a universal language that unites people together, she also highlighted the fact that July is Mandela month and that everyone should be jolly, by not depriving oneself from being active citizens who do not give back to the community.

In his thank you speech he once again shared words of appreciation to Merafong City Local Municipality for opening up their doors by allowing the community to showcase their talents ‘this goes to show that music does unite people together he concluded. One of the elderly who was an audience, Nonzwake Mandeu could not hold her excitement and told the municipality that this is one of a kind festival and her wish was for this kind of events to be continuous, especially for the elderly as this is one way of entertaining themselves.

Youth Dialogue In Blyvooruitzight
Merafong City Local Municipality youth office in partnership with Blyvooruitzicht clinic hosted a youth dialogue on pregnancy and substance abuse which was held at NG Klerk in Blyvooruitzicht during youth month which is June. The aim of the dialogue was to inform and caution the youth about the consequences of falling pregnant at an early age and substance abuse. Amongst other guests were Councillors, representatives from Merafong Anti Substance Abuse Centre (MASAC), social workers, health officials and community leaders.
Cllr Nwabisa Mcetywa who is the ward councillor welcomed all the guests and youth present and informed the youth about the importance of youth month and how they should conduct themselves for a better future ahead of them. Cllr Mcetywa told the youth that soon they will be launching a new programme for girls and young women to fight for free distribution of sanitary towels. She asked them to be part of that programme and told them that she will need their support. A health promoter, Martha Mashabela from the local clinic kick started the programme by educating the youth about teenage pregnancy. According to Mashabela, teenagers involve themselves in relationships at a younger age because of peer pressure without knowing the consequences. She also advised them not to date older men as they leave them pregnant, having contracted sexually transmitted infections and all that leads in them ruining their own future.

Social worker Keletso Modibe who is also a young person and works at the local clinic, pleaded with them to come to the clinic every Tuesday when they come across such difficulties so that they can get help. Modibe further said that all those that are addicted to substance abuse and need counselling, will be given therapy and can also be assisted with placements at rehabilitation centres. MASAC’s Priscilla Oliphant said that lack of knowledge is a serious problem because youngsters don’t know what they are doing with their future. She warned them about a date rape drug which is a drug that people spike in your drink when you are a female to drug you and then rape you. “

Nyaope which is now very common and easily found, is very dangerous and can really damage your future,” said Oliphant. She concluded by warning parents to stop sending their kids to buy them alcohol as it is a start of a bad future. Her message to the youth was “Your future lies in your hands”. The programme was concluded by the municipality’s youth coordinator Endrew Mbaliso who pleaded with the youngsters to come to his office for assistance on bursaries and learnerships.

The municipality Local Economic Development (LED) section as well as Coca Cola Beverages South Africa (CCBSA) held a local and traditional outlets training that was held in the banquet hall of the municipality in June. Small business owners across Merafong were invited to attend, as the main aim of the training was to assist small business to acquire knowledge and skills in the businesses that they have ventured into. Coca Cola Beverage South Africa saw a need of training small business owners on how to further expand their businesses by educating them about being a good business woman or man in your own territory The training session was conducted by CCBSA’s Thabang Dlamini.
The main focus of the session was about outlets owners being educated about how to manage and run a successful outlet. Dlamini applauded the participants on their commitment towards the training that he offered them. According to Dlamini, finding employment has become a very stressful phrase for many people in our country, and that is why some people venture into starting their own businesses. The biggest problem would lie in starting your own business without acquiring relevant skills or knowledge of the type of business you are venturing into.

The purpose of the training was for the outlets owners to do and know the following:
• How to manage a successful outlet – a business sells goods or services to customers for a profit, to create a satisfactory income for the owner and shareholders and thereby improve their standard of living.
• Good customer services – always greet your customers with a smile and never take your frustrations out on them. Help them to find the product that they want and always tell them about your specials.
• Ask customers questions to know their needs – to understand why people would want to buy your products or services you have to know what the features and benefits of your products or services.
• Know your competitor- if you know your competitors you may be able to predict their next move, take advantage of their weakness and undermine their strengths.
• Sell quality products – sell products that will benefit you and your customers. Products that you know that they are valuable and are in need also products that are not expired but fresh.
• Promote your business- in order for customers to know keep on coming you need to promote your business always and keep on doing specials and combos.
• Good advertising – good advertising is when you let your customers know what they will buy, have access to your outlet and do they like your outlet, how much will they be willing to pay for products and how can you combine your products to make them more attractive to your customers.
• Cleanness – your business should always clean and neat so that your customers will not have to worry about catching infections when they are buying products from you.
• Manage your stock –as the outlet owner you need to manage the stock in the outlet.to do this you need a way to track your daily ,weekly and monthly stock. This will help you to decide when you need to order stock and to track the fast selling items and will allow you to order in time and not run out of stock.

The purpose of the programme is to foster entrepreneurial related skills through CCBSA’s Youth Empowerment Programme (YEP). The workshop was held at the Carletonville Civic Centre. The workshop was also attended by the following leaders from the different participating institutions; Tshidiso Mohlomi from Gauteng Economic Development,Merafong Municipality’s Member of Mayoral Committee (MMC) for Local Economic Development Cllr Nozuko Best, Acting Executive Director, Lemmy Jofile, CCBSA District Manager Tlhako Rachidi, Enterprise and Development Project Manager Akona Sishuba and the National Youth Development Agency (NYDA) Manager Alexandra Stimela. The programme was officially opened by Cllr. Best who thanked CCBSA for honouring Merafong with the programme.

Merafong Youth Celebrates Youth Day
Merafong Youth celebrates Youth Day in Khutsong
June 16 is a month that is celebrated by the youth of our country, celebrating the victory of the apartheid struggle which the youth of 1976 tersely fought. To date the day is still celebrated and the lives of those who lost their lives on that day are remembered.
The celebration was held at the Khutsong stadium and Executive Mayor, Cllr. Maphefo Mogale-Letsie was amongst the guests who graced the event. Mogale-Letsie gave a warm word of welcome “this day is a special day in our country we ought to celebrate it with understanding, knowing that young lions and lionesses took up the streets to fight battles which we are taking delight of in the democracy we live in.”
The municipality’s youth coordinator Endrew Mbaliso gave an informative speech, encouraging the youth to not give up in education and becoming future leaders of our country. He highlighted the fact that, “you become a young person once in your life, and we need to work hard for us to enjoy the benefits of our labour. If we indulge in substance abuse we are slowly killing our nation.”

A representative from MASAC Tumi Kubu indicated that the youth of Merafong is highly exposed to drugs. She also mentioned that the cause is the lack of knowledge of the issue. She then encouraged the youth to take part in youth programmes that are available in their areas so that they can be aware of the consequences of taking substance abuse.
A platform for engagement was opened where young people asked questions to the panel of guests, one of the frequent questions that was asked was, what is our local government doing to eradicate nyaope. Mbaliso indicated programmes which are available in our local communities, programmes which extract young people from street life, he also said they are working closely with SAPS to catch people who are selling nyaope to the youth. He further indicated that it was time they worked together as communities for a better South Africa for all.

Freedom Day Celebration
Merafong City Local Municipality as well as Gauteng Department of Sports, Arts, Culture and Recreation held the provincial freedom day celebration in April at Khutsong Stadium.
About 15 000 people across Gauteng came to celebrate the day. The event was graced by amongst others, Gauteng Premier David Makhura, Member of the Executive Committee (MEC) for Sports, Arts, Culture and Recreation, Faith Mazibuko, Member of Parliament (MP), Zitho Kwane, MEC of Finance Barbra Creecy, Human Settlement MEC Dikgang Moiloa, West Rand District Mayor Cllr Boyce Maneli and Merafong City Executive Mayor Cllr Maphefo Mogale-Letsie.

The event started with an official parade done by South African Police Services (SAPS), the South African Defence Force (SADF) as well as Merafong City Traffic Officers. Cllr Maphefo Mogale-Letsie gave a warm welcome and showed a sincere appreciation to the Premier and MEC for the event to be held in Merafong City.
According to Gauteng Premier David Makhura, freedom day is celebrated because we are a constitutional democracy and we must celebrate our constitution which is based on the ideals of the Freedom Charter. South African constitution is not just one of those constitution, it is a constitution that is premised on human rights and human dignity. We must celebrate all these values because we have a bill of rights as a nation.

Makhura urged the citizens of the country to resist the temptation to dismiss the core values of having a progressive constitution.
Residents of Merafong and all the attendees were once again given the opportunity to access government services directly. Tshepo 1 million together with the department of Labour were there to assist the youth with job opportunities. There was also a Kiddies Corner whereby children were taught to read and write.
“It’s time that Merafong is placed on the map and it will never be the same again.” Concluded Cllr Boyce Maneli. People were later entertained by local cultural groups.

Mining Charter Consultative Meeting
On the 22 May 2018 Mineral Resources Minister Gwede Mantashe, WRDM Executive Mayor, Cllr Boyce Maneli, Executive Mayor, Cllr Maphefo Mogale-Letsie and the Members of the Mayoral Committee (MMCs) met with community of Merafong as part of the Mining Charter consultation roadshow that is aimed at seeking inputs from members of the public on the draft mining charter The event was held at the Carletonville Sports Complex. Mining stakeholders such as Sibanye Stillwater, Anglo Gold Ashanti, Gold fields and Harmony were also part of the event.
Cllr Mogale Letsie welcomed everyone present and thanked them for attending the consultative meeting as this was a good opportunity for the community to engage in talks and raise concerns that are affecting them.
According to the Minister “We want to hear all the views of everyone affected, they will help us to reshape the department going forward .As we consult, people raise issues beyond the mining charter that affect them daily and we take note of that.”
Mantashe said it was important that they took note of all the concerns the community raised especially the social responsibility aspects .He said the consultations were more of an educational drive for the Department and that this is a continuation of transformation in the mining sector.
Mantashe stated that the objective of the charter was also to encourage black communities to produce more black industrialists.
A presentation was then done on the Mining Charter and concerns were raised.
One of the highlighted concerns was the “Zama Zama’s” illegal mining happening in Merafong which was of big concern to the community, as Illegal miners damaged the infrastructure and is costing the municipality major losses. One of the community members who didn’t want his name to be publishes said he was very happy about the outcomes of the meeting and hopes that everything that was discussed will be taken into consideration.

Ishashalazi Celebrity Roadshow
Ishashalazi Celebrity Roadshow
The Gauteng Ishashalazi Theatre awards (GITA) is an annual event held to raise the status and profile of theatre practitioners and those involved in the development of the genre and the sector in the Gauteng province. Ishashalazi theatre program is an initiative of the Gauteng Department of Sports, Arts, Culture and Recreation in collaboration with the Gauteng Theatre Practitioners Committee.
Before the actual event took place which is the 4th annual GITA that was to be held on 20 April 2018 in Carletonville Civic Centre, there was a celebrity three day road show.
The Merafong City Local Municipality Arts and Culture section saw it fit to visit several schools in Merafong to talk about issues affecting their everyday day life, the schools that were visited were Badirile High School, Imfundo Secondary School, Thuto-kitso Comprehensive School in Kokosi and Wedela Technical School. Learners were thrilled to see the celebrities in person, they were screaming their lungs out as the celebrities introduced themselves.
 
In the midst of the celebrities was Mogau Motlhatswi well-known as Mmapitsi and Dieketseng Mnisi from Skeem Saam, Obed Baloyi known as Tsutsuma from Garedumele, from the Isethembiso cast was Sboniso Nxumal as Oscar, Hamilton Dlamini known as Banzi, Khwezi Ndlovu known as Vivian, Tshinondiwa Thovakale recognised as Shonisane from Muvhango, and Linda Sebezo from Greed and Desire known as Sharon D, as well as Miss SA schools 2016/2017 Lesego Mashego and Thandile Lithintwa.
The aim of the roadshows was to encourage and motivate learners to focus more on their studies. Drug and alcohol abuse, teenage pregnancy and gangsterism were one of the topics discussed. The emphasis was about the importance of decision making, Motlhatswi said “as a young person it is crucially important to understand and make right decisions because, for every decision you make it will have an impact on your future”. Siboniso Nxumalo and Tshinodiwa Thovhakale went deeper by sharing their personal experience with the learners on how they grew up, Oscar mentioned that he was a rebel growing up, and was involved in alcohol abuse. ‘You are the future leaders of our country,” he said. However through the decisions they took to transform their lives individually they have accomplished a lot.
It was a great inspiration to the learners to have the celebrities brought to them to talk to them about matters affecting leaners. Advices were given to the learners on how they could pursue a career in performing arts industry. The Principal of Badirile High School Mr Lucky Motlhabane said the visit was of a great encouragement to both learners and teachers of the school, he is hoping for a better change on the pass rate at the end of the year.

Merafong City hosts Ishashalazi Theatre Awards
The Gauteng Department of Sport, Arts, Culture and Recreation in partnership with Merafong City Local Municipality and Sello Maake- Ka Ncube Foundation hosted its fourth edition of the Gauteng Ishashalazi Theatre Awards in April to celebrate the efforts and dedication of artists who have kept the arts alive in Merafong.
The Ishashalazi programme is about the promotion of theatre as a story telling mechanism. It seeks to ignite the love and passion for performing arts and help discover those with hidden passion. It has helped many launch and propel their careers to new heights and today they are stars in bigger stages including on TV they were given the foundation, skills and experience to make an impact in becoming established actors. The Ishashalazi Awards hosted a number of celebrities that are famous actors, acting on our TV screens on programmes such as Isithembiso, Skeem Saam and The Queen.

Among the dignitaries were Member of Executive Council (MEC) for Sports, Recreation, Arts, Culture and Heritage Faith Mazibuko and Merafong City Local Municipality MMC of SRACH Maki Lydia Skosana.
The event kick-started with the welcoming address by acting Executive Mayor Cllr Sello Mogomotsi and wished the nominated participants for the awards all the best for the night
The Programme Director for the night was Tshepo Maseko who was a professional actor on popular soapie Isidingo that plays on SABC 3. The Awards that were presented as follows:

Mec Mazibuko delivered the key note address. “As we celebrate the centenary of Nelson Mandela, we remember the journeys of our people and our country. The stories of shame, sorrow, pain, anger, courage, joy, kindness and laughter, -we should not be afraid to tell it all. As artists we should be inspired to continue using the arts to tell stories that will help the country achieve Madiba’s principles of an equal society. Arts must assist the country in entrenching this vision and the ideals of our freedom,” said Mazibuko
There were performances by Merafong local artists such as Balaola Koma cultural group, 3 am poets and Charmers choir. The event ended up with a performance by Dr Malinga who made the crowd dance in the closing stages of the event.

Merafong city takes part in Ntirhisano Outreach
Ntirhisano is an initiative from the Premier’s office launched by the Gauteng Premier David Makhura, whereby different government departments render services to our communities. The name Ntirhisano originates from a Tsonga word which means “Working together”. The event was held by Merafong City Local Municipality in partnership with the West Rand District Municipality in April 2018 in Khutsong Extension 3. Among the attendees were the officials from the Department of Housing, Department of Health, Department of Labour, Government Communication and information System (GCIS) and Independent Electoral Commission (IEC) who gave information on how their departments offer services to the community. The community members came in numbers to seek for assistance they needed.
  
The Ward Cllr: Michael Links from Khutsong Extension 3 ward 3 opened with a word of welcome. Jimmy Daweti a representative from the IEC encouraged young people to send their Curriculum Vitae to the IEC office in Carletonville around August 2018 so that they can be able to work and gain experience during 2019 elections. He is also part of a campaign that aims at protecting the environment and the government’s property through educating them about the effects of destroying government facilities. Daweti urged the people of Merafong to stop burning government facilities during protests, “Yes, it’s a constitutional right for every citizen of the Republic of South Africa to strike, but please stop destroying buildings because you are the ones that suffer the most at a later stage” he said.
One of the officials from the West Rand District Municipality Moeder Ndlovu explained to the community members the importance of getting help from these different Government Departments and to enquire of any problems that the community members might encounter as they will get the necessary assistance they need. Some of the problems that the community in Extension 3 experienced were that young people don’t have resources such as internet facilities to apply for job posts. Labour Department was present on the day to ensure that unemployed youth in Extension 3 were registered on job search database. Boithuto Health Services were also offering services such as taking blood pressure, cholesterol and testing for diabetes, HIV and AIDS and Tuberculosis.
The Outreach programme went as planned and was a huge benefit to members of the community who had struggled in the past to access these services. Some of the officials managed to assist the community immediately on the services that they render.

Wetlands Awareness Day
 
Community members from Kokosi came in numbers to witness the public wetlands awareness campaign at Kokosi Community Hall in February 2018. The campaign was held by the Department of Environmental Affairs in partnership with Merafong City Local Municipality and Rand Water Foundation. The main objective of the campaign was to create awareness amongst community members on the importance of preserving wetlands for the future generation.
Amongst other dignitaries, that attended were MEC for Agriculture and Rural Development Lebogang Maile, Members of the Mayoral Committee (MMC’s) councillors and primary school learners. MMC for Integrated Waste Management Cllr Bella Lephuting gave a warm word of welcome to all present and informed everyone about the importance of Wetlands.
Wetlands are important for the prevention of flooding by holding water like a sponge. By doing so wetlands help keep river levels normal and filter and purify the water surface, they accept water during storms and whenever water levels are high they slowly release water. Unlike most other habitats, wetlands directly improve other ecosystems. Because of its many cleansing benefits, wetlands have been compared to kidneys. It’s quite simple: no wetlands means no water.
The West Rand District Municipality MMC for Environment Cllr Matuwane gave a scope of the purpose of the event, which is to educate the community on wetlands and where they can be found. She also gave an emphasis on the fact that they need to be clean and people should stop polluting them.
Environmental Affairs Dr.Tererai focus was on sustainable livelihood. According to Dr Tererai “Wetlands are a critical part of our natural environment, by protectecting our shores from wave action, we reduce the impact of floods .Wetlands provide habitat for animals and plants, many contain a wide diversity of life.”
Mr L. Lambini from Rand Water Foundation then took to the stand, to inform the audience on the importance of reserving water for the future generation. He further explained that water that is found on wetlands is the same water that is being used when there are droughts for vegetation’s and for the provision of water in our communities. Rand Water also donated bottled water to all present.
Wetland’s Forum Keitumetse Mekgoe gave a word of support to all present and, encouraged officials of Merafong City Local Municipality to take part by joining the forum.
MEC Maile concluded the campaign by giving an overall summary on how to take care of our wetlands.
Learners that attended were from Retlile Primary School who rendered a musical item followed by Reakgona Primary School and an educational poem on wetland was done by learners from Kokosi Primary School.

Talent Search in Merafong

The Merafong City Local Municipality’s Department of Sport, Recreation, Arts, Culture and Heritage (SRACH) in partnership with Sello Maake kaNcube Foundation were on a four day roadshow searching for talented singers, actors and actresses across Merafong.
The Gauteng Department of Arts and Culture which will be monitoring and evaluating performance of this programme has identified Merafong City Local Municipality as a pilot area for this programme. Through this programme, thirty young people within the Arts industry will be selected as participants wherein relevant capacity building will be provided.
The Actors Youth skills Incubator Programme is an initiative by the nationally renowned actor Mr. Sello Maake Ka Ncube. The main objective of the project is to inspire and nurture artistic talent which will contribute to the Growth, Development and Prosperity of the creative industry. The programme is fully funded by the Mzanzi Golden Economy (MGE) and is expected to also meet the objectives of job creation and promote the development of a sustainable creative industry ecosystem. The conceptual overview of the programme outlined will ensure that participants acquire skills in Acting, Directing and Writing.
The search started at Khutsong community hall on 6 March 2018, where young people from around the area came in numbers to participate on the day. The next day the programme continued to Wedela, where contestants did their best. On 8 March the auditions were held at Carletonville Civic Centre, young women came through in high numbers compared to young men. The auditions ended in Kokosi where the majority of participants did well. All the participants that did well from all the areas went through to the semi-finals that were held on 14 and 15 March 2018. They were enthusiastic and determined to give their best, as a result they performed to their optimal level and it’s evident that there is talent in Merafong.
During the process of the auditions there were some participants who showed a high resilience by forming groups to warm up their voices. The founder Maake ka Ncube gave a sincere appreciation to Merafong City Local Municipality for playing a big role by working as a collective with the foundation.
Maake ka Ncube mentioned that he was very impressed with the talent shown in Merafong, “I am going to train these youngsters further and they will be untouchable afterwards” he said. However those who did not perform well but showed passion were encouraged to work on their voices and come again to the next audition which will take place in 2019

One of the participants 22 year old Mpho Kekana said, “It’s an honour to have a person like Sello Maake kaNcube in our area, it shows that there’s a bright future for the youth of Merafong”.
The municipality is very excited at the opportunity provided to unearth talent and exposing theatre to areas generally referred to as smaller towns. In support of the program, the Municipality has availed venues and related logistics to ensure that the program is efficiently implemented.
All the participants that went through to the semi-finals will go through to the finals on Thursday 29 March 2018 at the Carletonville Civic Centre wherein the thirty finalists will be selected for participating in the programme.
